Implements the actor-only workflow end to end: automatic context assignment, HA history/logbook action learning, per-actuator behavior patterns, shadow predictions, explicit activation, confidence threshold, cooldown, service allowlist, self-action filtering, ingress update, add-on v0.5.0, tests and docs.

Verified: 120 tests, Ruff, Mypy, Docker build and runtime smoke test. Pre-update HA backup: b399ffb7.
